Many are not aware that any time a worker responds to non-emergency spill of hazardous materials - what is called an incidental spill - OSHA 1910.120 is applicable. In an OSHA interpretation letter addressing incidental spills, OSHA states that even if, "an ordinary spill that can be safely handled by the workers is not an emergency" the workers must still "have the proper equipment and training under other OSHA standards such as the Hazard Communication Standard."
